He made the statement during a maiden meeting with staff of IHPAU on Tuesday December 4, 2018 at the Ministry’s conference hall at Youyi Building in Freetown.
Dr. Wurie described the meeting as a “meet the ministry and meet the IHPAU team”, a greeting session to meet and know each other. He told the staff that he did not influence their choices and it was deliberate for him to do so for them to be an independent professional wing of selection.
He reiterated that there was a management agency associated to the ministry, and that agency however was deemed of not giving adequate service to the Ministry of Health and Sanitation and was also below performance level as required.
The minister disclosed that the managers of the Fiduciary Sector of the Ministry of Health was considered weak and the essence of IHPAU was that they are not serving Global Fund and or World Bank but the Health Ministry, adding that the government of Sierra Leone has taken loans from Global Fund and or World Bank and from those loans, he said they are paying salaries to them. He said these amounts are monies their grandchildren are going to pay back and stated clearly that they are not a World Bank officer or an officer of Global Fund but an officer of the Ministry of Health and Sanitation from which they receive money from these projects to pay Community Health Officers, rent for doctors and to pay IHPAU staff.
He said the essence of the IHPAU is to ensure that whatever fiduciary gaps the Ministry of Health had three or four years ago, they do not have now, adding that the essence for re-advertising all of these positions was because they thought the last team did not perform well.
