Head of West Africa Foreign and Commonwealth Office, visits the pay no bribe call centre

The Head of West Africa Department, Foreign and Commonwealth Office, Rob Dixon, on Monday 20th March 2017 paid visit to the Pay No Bribe (PNB) call centre at the Lottery Building Tower Hill, Freetown. This is his first visit to Sierra Leone.

Briefing Mr. Dixon on the PNB campaign, Deputy Commissioner ACC, Shollay Davies said, the campaign has recorded as of date, 11,500 reports on I paid a Bribe, 1,123, I did not pay a Bribe and 1,932 I met an honest official. Mr. Davies noted, the public is resonating very well with the campaign as immense trust and confidence has been generated, causing a steady increase in reports made since the platform was unveiled in September 2016. Deputy Commissioner informed Mr. Dixon of the first three months report launched, the responses from MDAs, the collaboration with civil society organizations and the partnership with the Office of the Chief of Staff, MCCU, Coffey International and the President's Delivery Team (PDT) on the implementation of the PNB project. Crucially also, Mr. Davies emphasized Government's huge commitment and interest in the campaign which is very unique. The PNB model is an envy to other anti-graft agencies in West Africa, and they would want to replicate it in their countries, he added.

Mr. Rob Dixon was very impressed with the briefing, noting the significant progress made in the implementation of the Pay No Bribe campaign. He asked pertinent questions on, average calls per week, citizens confidence in the platform and feedback mechanism from the MDAs. These were all responded to accordingly. A demonstration of how the mobile App operates and reporting through the website was made, showing the various steps, and providing deep insight into reporting on the platform. 

The PNB is a 4.7 million British pounds project for a three-year period, aimed at tackling bribery in Sierra Leone. The six months of the pilot deals with service delivery institutions, such as, the Sierra Leone Police (SLP), water, energy, education and health; and in the districts of Western Area Urban and Rural, Bombali, Bo and Kenema. The PNB is citizens anonymous reporting platform that tracks the trends of corruption in the pilot MDAs with the view to instituting remedial actions and measures which would improve and enhance service delivery.

Mr. Rob Dixon was accompanied to the Call Centre by the British High Commissioner to Sierra Leone-Guy Warrington, and Samina Bhatia Governance Advisor, DFID; whilst Deputy Commissioner ACC, Shollay Davies was accompanied by Patrick Sandi, Deputy Director Public Education and Outreach, Edita Fofana NACS Implementation Analyst, and Mohamed Ali Kamara, Head, Audio-Visual Unit. Elizabeth Marsh represented Coffey International.
