Parliament Warns FCC

The Parliamentary Oversight Committee on Local Government and Rural Development (LGRD) Chairman Hon. Abu Bakarr Koroma commonly called Hon. S.A.T. on Wednesday 1st June 2016, cautioned one of its Nineteen (19) Local council the Freetown City Council (FCC) at the New Administrative Building OAU   Drive Tower Hill, in Freetown.  According to their powers and mandates within the relevant section of the 1991 Constitution of Sierra Leone.


Clerk of Committee Mr. AlhajiY ansaneh said Section 93 Sub-Section (111) and ( 112) as well as (116) mandated Members of Parliament (MP’s) to investigate, enquire on monies received for and on behalf of the people if they are deliciously utilized for it intended purpose as he also administer the Oath for affirmation .

In his opening remarks Chairman Hon. Abu Bakarr S. A. T. Koroma noted that they decided to summoned the Freetown City Council FCC as part of their ongoing mandates with effort to reforming and implementing its oversight function and activities as Members of Parliament (MP’s) to monitor, supervise all council progress of national development including government supported projects, owned source revenue, grants as well as other source.

Hon. S.A.T. further requested to furnish with the Committee with additional supporting documents in order for MP’s to be more efficiently and effectively do their work including bank statement as well as bank balance of account, supporting documents of certificate of awarding contract, rehabilitation, percentage of job completion statement of account from both home source revenue generation, agreement between contractors, monies received for 2014, 2015 and 2016 from Road Maintenance Fund (RMF) DSDP, and amongst others.

He further requested to be provided with the Committee development of long and short term report of progress plan of action for the past years adding that as Committee will also focuses on key element in order to ascertain their investigation of annual financial status report as well as evaluation report.

Hon. Alhassan Kamara of Constituency 096 in Calaba Town Allen Town in the east end of Freetown, Hon. Dickson M. Rogers of Constituency 089 in Pujehun District and several others subsequently applauded the Freetown City Council Chief Administrator (C.A.) Abu Bakarr Daramy for a job well done as over the years he had been doing a symbolic job but expressed lapses now day with less efforts particularly the C.A. had not been able to provide a comprehensive break down of progress report to substantiate but embezzlement scam from his council.

Hon. Ibrahim Kamara AKA Hon. Prozo of Constituency 105 in the Western Urban Area who also taken the discussion challenge after the Chairman Hon. S.A.T. Koroma had described the meeting as a formularization meeting that seeks to investigate, monitor and supervise councils national development with regards to their status reports noting for the past three years the council cannot able to add a dying cent from the Twelve Billion Leones (Le: 12,000,000) that he had being left to dates.

The Hon. Aaron Aruna Koroma of Constituency 062 in Yoni Chiefdom Tonkolili District, Hon. Abdul Salaam Kanu of Constituency 101 in the Western Urban Area and Hon. Mohamed Tholley of Constituency 070 in Bo District and a number of contributors have been taken part in order to raise more significant impacts and awareness emphasizing to know how much was the increment made from the council including the responsibility of he clearing the city between Freetown City Council and MASSADA.


They were also very much concern as to why the low revenue generation by the council and that several lapses had been over ungloves the operations of the council including duplication of funds from the donors, even though Le81 million had been raised from unknown total lorry parks, but also discovered that council owned Le263 million to the National Revenue Authority (NRA) while Hon. Amadu Forfonah (Fofie) of Constituency 109 in the Western Urban Area also expressed his dissatisfaction as his council in his Constituency had never financially received any money generated from council.
